Yes, it's a copper strap. Yes, it's much easier and only slightly more expensive then making these yourself. Use copper or brass fasteners to save yourself from corrosion problems in a couple of years.
Although this item had a nice look and finish, it was not easy to install and it didn't provide the support I needed as much as other hangers I have found.
